the receipt of Your Lordship's Despatch No. 124 of the

19th. ultimo and with reference to its 3rd. paragraph,

I enclose a copy of a minute by Dr. J. Bell, dated the

23rd. instant, from which Your Lordship will observe that

as Mr. Lofthouse could not be certified to be a lunatic

the procedure indicated in Lord Elgin's Despatch No. 12 of

the 9th. of last January was not adopted.

With reference to the 2nd. para-

-graph of Your Lordship's Despatch, I have the honour to

gatst

point out that my Despatch No. 120 was dated the 1st. May,

1908, and was despatched by English Mail leaving Hongkong

on the 2nd. May. This nail was delivered in London on the

29th. May. Mr. Lofthouse left the Colony by German Mail

on the 6th. May and was due at Southampton on 11th. June.

He appears to have reached the Colonial Office on the same

day.
